They forgot that they were dealing with a nordic society, and that while there is corruption, it isn’t the kind of blatant corruption that allows you to just ignore the laws and regulations, it is the kind of corruption that requires you to complete the procedures and have paperwork properly processed even if the outcome is predetermined.
