I’m pretty sure that when people mention a “locked bootloader” it’s refering to the fact that we can’t unlock it at all. What you are describing as it being locked is the default everywhere. What almost no device at all supports is the users being able to unlock it.
What’s wrong with the bootloader being locked? It’s only a problem if it can’t be unlocked and also relocked again.
