    If you don’t have a big enough force to push back against the countries that are committing war crimes it doesn’t matter what laws you want them to follow, they understand only force.

    … what percentage there is Israel taking up

    I imagine the majority (or at least plurality) of the remainder is Sudan.

      To my knowledge Israel/Palestine & Hamas and Russia/Ukraine make up a very sizeable majority of both battlefield and civilian casualties. Though you’re right, a high body count conflict rages in Sudan as well.

    introducing and enforcing a ban on arms sales by all countries “where there is a clear risk that the arms or ammunition to be delivered will be used to commit or facilitate serious violations” of international humanitarian law.

    Would work only on Israel.

    A second proposal is to prohibit the use of unguided gravity bombs or inaccurate long-range artillery in populated areas, plus restricting drones and artificial intelligence targeting against civilians.

    Would only restrict the side that still follow the laws and rules of war, without having any strong sanction against the other side.

    And the text is stupid too. Long range strikes on the factories that produce military equipment can be done with drones, and the people inside are technically civilians. So that’s prohibited now?
