Cologne Cathedral has laid out plans to charge tourist visitors, starting in July. They will be asked to pay €12 each, to help cover maintenance costs. It still plans to keep a small free area available for worshippers.
That’s illegal. You can’t discriminate based on citizenship if it’s another EEA county. You can’t even do “locals get it free, but all other countries pay the same rates”. But charging non-EEA residents a different price is allowed.

I believe you could get around that by giving out a free card to locals/all Germans/all Europeans that gives free access.
