    A recent official Knesset Research and Information Center report highlights a dramatic 53 percent decline in the number of Israeli settlers returning to the country between 2022 and 2024, coupled with a steady rise in outbound departures.

    Citing data published by Yedioth Ahronoth, the study notes that annual returnees fell from approximately 8,000 in 2020 to about 3,800 by 2024, contributing to an overall migration deficit of roughly 140,000 individuals over that three-year span.

    The research indicates that the downward trend is exacerbated by bureaucratic, economic, and social hurdles, including prolonged wait times for state health insurance, fewer financial incentives compared to new settlers, and severe integration challenges.

    While North America traditionally accounts for the largest share of returning settlers, arrivals from the US plummeted from 3,700 in 2020 to 1,500 in 2024.
