Iran will get the money one way or another. If the US doesn’t come up with some way to discreetly (they will have to save face somehow by not openly acknowledging that is what it is and instead route it through some layers of obfuscation) pay the reparations, which would of course be in addition to giving Iran’s own money back to it, then Iran will just take that money out of tolls and “administrative fees” on the Hormuz strait. Maybe the US passes the bill onto the Gulf Arab regimes, which have already been screwed over and will be screwed over even more thanks to having put their trust in the US, but to Iran it doesn’t make much of a difference who pays the money as long as it gets paid.
