I think one important point are the costs. Who is paying for the rent? For the houses? For assurances, electricity, warm water, etc?
There is plenty of space. The population of claifornia is more than that of Canada and everyone lives in like 3 cities in California for the most part.
Sure, because everyone lives in fields. Most of Canada is not inhabitable.
