It could also be that the terrorists fighting the Pakistan government have a different funding source, such as China and Russia or even the USA which was the case with Operation Timber Sycamore in Syria up until 2017.
Or, hell, since India’s getting attacked by the Pakistani backed terrorists it’s possible that India is backing the anti-Pakistani terrorists.
It can also even be a mixture of all of the above.
